Tzomet Beit Israel's components publish service-linked housing proposals: a free plot in Tzomet's platform, and a state-backed mortgage guarantee in Beit Israel's housing chapter. They also publish different service models, so this episode keeps the component attribution visible.234
Who is Tzomet Beit Israel?
The saved election committee record calls the joint list Tzomet Beit Israel and gives it the letters bet yod, בי. Gadi Yevarkan leads Beit Israel, and Moshe Green heads Tzomet.1109
What has Tzomet Beit Israel published?
Beit Israel has six detailed website chapters, and Tzomet has a signed four-page 2026 platform linked from its official site. I did not find one joint publication reconciling the component proposals in the material reviewed.234567812
I'll identify the component as I read each proposal. The published service models differ.23
Tzomet Beit Israel's positions, topic by topic
The same twelve topics, in the same order, for every party. Where nothing was published, the episode says so.
What does Tzomet Beit Israel say about security and foreign policy?
Beit Israel's settlement chapter proposes full sovereignty in the Jordan Valley and the northern Dead Sea area, with development intended to consolidate it. Tzomet's platform also calls for strengthening Jewish settlement in all parts of the Land of Israel.82
I couldn't find separate detailed proposals on Gaza, Lebanon, Iran, or diplomatic relations in the component publications reviewed.23456789
What does Tzomet Beit Israel say about accountability for October 7?
I couldn't find a position on a state commission of inquiry into October 7 in the component publications reviewed. The platforms discuss the war's effects on reservists and families, but that does not supply an inquiry proposal.23456789
What does Tzomet Beit Israel say about the economy and the cost of living?
Tzomet proposes a seven-year income-tax and corporate-tax exemption for fighters who establish businesses. It also proposes exemption from business municipal tax during active reserve service, and extra scoring in public tenders for businesses owned by active reservists.2
Beit Israel's service chapter proposes at least the minimum wage during compulsory service, with higher compensation for demanding and dangerous assignments. It calls for an extra twenty-five percent for reservists and an extra twenty-five percent for their employers, with the state paying the full wage cost.3
Those are service-linked measures. I couldn't find a separate economy-wide tax or price program in the reviewed component material. The pension and housing proposals contain other financial commitments, which I'll cover in their own sections.2346
What every party says about the economy and the cost of living
What does Tzomet Beit Israel say about housing?
The two components publish different housing mechanisms. Tzomet proposes a free 250-square-meter plot for qualifying fighters and combat-support personnel who served in active reserves or in an active campaign. The platform also extends the proposal to regular-service fighters upon discharge. It says the land should ultimately be held in full ownership, with public development costs paid by the state.2
The focus is the Negev and Galilee. Eligibility includes people without homes who want to build there, and people with one home who would sell it and move to a new community for fighters. A dedicated administration would deliver a building permit and possession within 180 days of an eligibility application.2
Tzomet also proposes state guarantees for self-build mortgages of up to ninety percent of the planned property's value. The interest rate would be subsidized to the state's borrowing-cost rate. That is a plot and financing proposal, with public infrastructure paid for, rather than a promise to hand over a completed house.2
Beit Israel's housing chapter proposes a conditional state guarantee of 600,000 shekels for eligible couples buying a first home in a community settlement, aimed at the Ethiopian community. The couple would still repay the mortgage in full. The same chapter proposes a dedicated community for Haredi army graduates.4
The broader Beit Israel settlement chapter includes a planned urban area in western Samaria with capacity for two million people. That is its planning target. I am not repeating its predicted effect on house prices as an independently established outcome.8
What does Tzomet Beit Israel say about religion and state?
Beit Israel proposes one initial service obligation for all citizens, administered by a civilian Ministry of the Right to Serve. The military and security bodies would choose personnel first, and the system would assign everyone to the appropriate track. The chapter says duration and scope would be equal regardless of religion, nationality, or sex.3
It recognizes military service and civilian assignments, and also proposes a limited Torah-study track. That track would be capped at the size of one military brigade of outstanding scholars, with strict entry tests and attendance. Study and prayer would run in shifts around the clock, with research and teaching among the requirements. The chapter explicitly treats this as service equal to other tracks.3
Beit Israel says avoiding service would not be a criminal offense. Instead, it proposes withholding public-sector employment and subsidies for public medicine, transportation, and daycare. It also proposes full-cost charges for services and extra taxation for public goods, with service status prominently marked on identity cards. The chapter limits exemptions to proven inability to serve.3
Tzomet's PDF has a different structure. It calls for military or national service for every citizen at eighteen, with medical or mental-health exemptions approved by an IDF medical board. Its four tiers are military service, internal security, emergency response, and civilian national service. It does not describe a Torah-study tier in that list.2
For people who do not serve without a proven medical exemption, Tzomet proposes removing the right to be elected to public office and banning civil-service employment. It also lists the loss of government subsidies for educational institutions and of tax credits. Its military tier carries the full land package, full study scholarships, and employment priority.2
I did not find a joint document reconciling these component models in the reviewed set. I am reporting what each component published, with those differences intact.12
What does Tzomet Beit Israel say about the judiciary and governance?
Beit Israel's criminal-justice chapter proposes police decisions within ninety days and prosecution decisions on indictments within 120 days. Missing the deadline would lead to automatic closure on grounds of no guilt. Complex cases would need prior judicial approval for an extension, while a fast track would have a forty-five-day decision deadline.7
It proposes a five-year minimum sentence for carrying weapons, and a twenty-year minimum without early release following a third serious conviction. The serious offenses it names include weapons offenses and organized crime, extortion and severe violence. It also proposes charging imprisonment costs to the convicted person and their family. Those are proposals in Beit Israel's chapter.7
The policing model would use crime maps and weekly measurement, with targets and personal accountability for commanders. I am leaving out the chapter's claimed overseas crime-reduction results because those claims have not been independently verified for this episode.7
Tzomet's institutional proposal concerns land: dissolve the Israel Land Authority, replace it with a Settlement and Servicemembers Authority, and transfer local land management to local and regional councils. Its housing administration would bypass national planning bodies for the proposed construction route.2
What does Tzomet Beit Israel say about education?
Tzomet proposes full funding for daycare, after-school programs, and camps for combat-reservist families during service. It also proposes subsidized clubs and youth movements for servicemembers' children.2
Its Noga program would become part of the education and welfare systems, with emotional-support programs at school and in supplementary settings for reservists' children. I couldn't find a wider curriculum or teacher-pay program in the reviewed component platforms.23456789
What does Tzomet Beit Israel say about health?
Tzomet proposes a series of state-funded psychological treatments for every fighter returning from the front, without a prior diagnosis or proof of disability. Private psychologists would provide the treatment, under the proposed independent authority.2
Beit Israel's service chapter makes public-healthcare subsidies conditional on service status for people it treats as avoiding service. That is a healthcare-access proposal in its service model. I couldn't find a separate general healthcare-system reform in the material reviewed.32456789
What does Tzomet Beit Israel say about social welfare, pensions and the elderly?
Beit Israel proposes topping up eligible retirees' total pension income to the minimum-wage threshold. It gives several eligibility conditions: passive income below that threshold, a work history covering seventy percent of potential working years, and military or national service by the claimant or their descendants. It says earnings from current work would not reduce eligibility.6
For immigrants whose Russian pension payments are blocked, the chapter proposes assigning their future claim against Russia to the Treasury in exchange for an immediate income supplement. Later recovered payments would go to the state.6
The funding proposals include a phased reduction of old-age benefits for people with monthly net passive income above 30,000 shekels. It also proposes removing old-age benefits when neither the claimant nor any of their children or grandchildren has served. The chapter says the supplement would be a temporary Basic Law measure, with extension or expansion requiring eighty Knesset members.6
Tzomet proposes protection against dismissal for combat-reservists' spouses during service and for sixty days afterward, along with compensation to employers for spouses' lost workdays. It also proposes recognizing fighters who die by suicide from service-related post-traumatic stress as fallen servicemembers, giving their families bereaved-family status.2
What every party says about social welfare, pensions and the elderly
What does Tzomet Beit Israel say about Arab citizens and minorities?
Both components explicitly include citizens across religious groups in their service proposals. Beit Israel's chapter proposes mandatory routing into civilian service, such as firefighting, medicine, and welfare, "without arming." Its stated reason is that some populations, "such as Israeli Arabs," do not believe in the state's right to exist, so their military recruitment is a risk. I'm quoting the chapter's own wording. Its subsidy and employment restrictions would be tied to service status.23
Beit Israel's settlement chapter also uses the phrase "Judaization of the Galilee." It proposes two new cities of 50,000 residents each, in the Misgav and Harashim areas, and describes their purpose as preventing what it calls "hostile territorial contiguity." I am keeping its wording on screen rather than replacing it with a broader description of regional development.8
What does Tzomet Beit Israel say about immigration, absorption and the diaspora?
Beit Israel proposes an airlift for all applicants waiting to immigrate from Ethiopia who have been officially approved by the Interior Ministry. It sets a target of completing that within six months of forming a government. Afterward, it calls for a permanent immigration policy based only on the Law of Return.5
The chapter does not spell out a new diaspora-relations program or a detailed absorption package beyond that arrival plan.5
What every party says about immigration, absorption and the diaspora
What does Tzomet Beit Israel say about the environment, energy and transportation?
Beit Israel proposes a thirty-year development plan, with the transport network built over fifteen to twenty years before housing plans are aligned to it. The network includes a fast railway from Kiryat Shmona to Eilat along Highway 90, with cross-country connections to northern and central cities and the southern region.8
It also proposes a fenced lane for autonomous vehicles with a target speed of 200 kilometers per hour, and changing Highway 90 standards to allow driving at 130 kilometers per hour. These are proposed targets.8
I couldn't find a separate emissions target or power-generation program in the component material reviewed.23456789
What every party says about the environment, energy and transportation
What Tzomet Beit Israel puts front and center
Tzomet proposes minimum ten-year prison terms for agricultural extortion and protection rackets. It also proposes a civilian border guard based on reservists living in the new communities in the Negev and Galilee.2
Its website calls for stopping what it calls "wild" imports that harm local produce, compensation for farmers in conflict areas, and lower production costs, including water and labor. Those are the agricultural policy directions it publishes.9
What Tzomet Beit Israel hasn't published
There is detailed material on service, housing, pensions, law enforcement, and infrastructure. I couldn't find a separate October 7 inquiry position or detailed war and diplomatic proposals in the reviewed publications. The main unresolved question in this source set is which component proposals the joint list has adopted together.2345678912
