New Order wants a prime minister elected directly by the public, a Knesset elected by region, and ministers who aren't Knesset members. It wants all of that, plus a written constitution, put to a referendum. That's nearly its whole platform.45

Who is New Order?

New Order, Seder Hadash in Hebrew, is on the ballot as the letters Kuf Khaf. Its full ballot name is "New Order for establishing a constitution, separation of powers, and personal elections." The election committee approved a list of 25, led by attorney Avital Chai Ofek.12

What has New Order published?

The party has a 2026 campaign website, and it links a 37-page position paper written by Ofek and dated July 2026. Everything below comes from those two. I found them through the party's Facebook page, which links to the site.546

The party also has an older platform from the 2020 and 2021 elections that covered housing, health, and welfare. The new paper doesn't repeat those ideas, so I'm treating the new paper as the platform.74

On the economy, the paper's argument is about the size of government. It would cut the cabinet to 11 ministers, down from what it calls up to about 38 ministers and deputy ministers today. Committee oversight of every ministry budget would end what it calls "coalition budgets." It says the savings would go to health, education, infrastructure, and welfare, without putting a number on them. I couldn't find positions on taxes, prices, or wages.4

How Israel is governed, and how its courts work, is the core of the platform.4

The country would be split into 12 regions. Each region elects 10 Knesset members by name, for 120 in total. Members can belong to parties but aren't bound by party discipline, and they're limited to four terms.45

The prime minister would be elected directly, in a separate national vote, and would need more than half the votes, with a runoff two weeks later if nobody gets there. Two terms at most.4

The prime minister would appoint 11 professional ministers who are not Knesset members, and a Knesset member could never become a minister, even by resigning. Each minister would face a confirmation hearing and a Knesset oversight committee.4

The Knesset could remove the prime minister with 80 votes, but then the Knesset would dissolve too. Someone under indictment couldn't run for prime minister. A sitting prime minister couldn't be indicted, but 61 Knesset members could open a state commission of inquiry into a suspected crime tied to the job.4

Every vote in the Knesset would be public by name, and government decisions and ministry budgets would be published.4

On the courts, the paper says the High Court could strike down a law only if it harms a minority disproportionately, or clearly contradicts the constitution approved in the referendum.4

Judges would be appointed and promoted by a new authority run by seven retired judges, with no politicians involved. Every judge would start in the magistrate's court and move up only by published performance scores, with no direct appointments to the Supreme Court. The same body would choose the attorney general and the head of the prosecution.4
