New Order wants a prime minister elected directly by the public, a Knesset elected by region, and ministers who aren't Knesset members. It wants all of that, plus a written constitution, put to a referendum. That's nearly its whole platform. [S4](#source-s4)[S5](#source-s5)

## Who is New Order?

New Order, Seder Hadash in Hebrew, is on the ballot as the letters Kuf Khaf. Its full ballot name is "New Order for establishing a constitution, separation of powers, and personal elections." The election committee approved a list of 25, led by attorney Avital Chai Ofek. [S1](#source-s1)[S2](#source-s2)

## What has New Order published?

The party has a 2026 campaign website, and it links a 37-page position paper written by Ofek and dated July 2026. Everything below comes from those two. I found them through the party's Facebook page, which links to the site. [S5](#source-s5)[S4](#source-s4)[S6](#source-s6)

The party also has an older platform from the 2020 and 2021 elections that covered housing, health, and welfare. The new paper doesn't repeat those ideas, so I'm treating the new paper as the platform. [S7](#source-s7)[S4](#source-s4)

## What does New Order say about security and foreign policy?

I couldn't find a stated position on security or foreign policy in the 2026 material. [S13](#source-s13)

## What does New Order say about accountability for October 7?

On October 7 accountability in the 2026 material, I found nothing published. [S13](#source-s13)

## What does New Order say about the economy and the cost of living?

On the economy, the paper's argument is about the size of government. It would cut the cabinet to 11 ministers, down from what it calls up to about 38 ministers and deputy ministers today. Committee oversight of every ministry budget would end what it calls "coalition budgets." It says the savings would go to health, education, infrastructure, and welfare, without putting a number on them. I couldn't find positions on taxes, prices, or wages. [S4](#source-s4)

## What does New Order say about housing?

I couldn't find a stated position on housing in the 2026 material. [S13](#source-s13)

## What does New Order say about religion and state?

On religion and state in the 2026 material, I found nothing published. [S13](#source-s13)

## What does New Order say about the judiciary and governance?

How Israel is governed, and how its courts work, is the core of the platform. [S4](#source-s4)

The country would be split into 12 regions. Each region elects 10 Knesset members by name, for 120 in total. Members can belong to parties but aren't bound by party discipline, and they're limited to four terms. [S4](#source-s4)[S5](#source-s5)

The prime minister would be elected directly, in a separate national vote, and would need more than half the votes, with a runoff two weeks later if nobody gets there. Two terms at most. [S4](#source-s4)

The prime minister would appoint 11 professional ministers who are not Knesset members, and a Knesset member could never become a minister, even by resigning. Each minister would face a confirmation hearing and a Knesset oversight committee. [S4](#source-s4)

The Knesset could remove the prime minister with 80 votes, but then the Knesset would dissolve too. Someone under indictment couldn't run for prime minister. A sitting prime minister couldn't be indicted, but 61 Knesset members could open a state commission of inquiry into a suspected crime tied to the job. [S4](#source-s4)

Every vote in the Knesset would be public by name, and government decisions and ministry budgets would be published. [S4](#source-s4)

On the courts, the paper says the High Court could strike down a law only if it harms a minority disproportionately, or clearly contradicts the constitution approved in the referendum. [S4](#source-s4)

Judges would be appointed and promoted by a new authority run by seven retired judges, with no politicians involved. Every judge would start in the magistrate's court and move up only by published performance scores, with no direct appointments to the Supreme Court. The same body would choose the attorney general and the head of the prosecution. [S4](#source-s4)

## What does New Order say about education?

I couldn't find a stated position on education in the 2026 material. The paper names education only as a place the savings would go. [S4](#source-s4)

## What does New Order say about health?

On health in the 2026 material, beyond listing it as a place the savings would go, I found nothing published. [S4](#source-s4)

## What does New Order say about social welfare, pensions and the elderly?

On welfare, the paper says soldiers and their immediate families, and people who do national service when the army didn't call them up, are entitled to priority in public resources. It doesn't say what that priority would be. I couldn't find a position on pensions or old-age allowances. [S4](#source-s4)

## What does New Order say about Arab citizens and minorities?

On minorities, the paper's stated goal is "a Jewish and democratic state" that treats all citizens by the same criteria. It says judges should be promoted with no regard to whether they're Arab, Haredi, Mizrahi, Ashkenazi, religious, or secular, and it rejects group representation as a basis for picking judges. [S4](#source-s4)

## What does New Order say about immigration, absorption and the diaspora?

I couldn't find a stated position on immigration, absorption, or the diaspora in the 2026 material. [S13](#source-s13)

## What does New Order say about the environment, energy and transportation?

On the environment, energy, or transportation in the 2026 material, I found nothing published. [S13](#source-s13)

## What New Order puts front and center

What the party puts first is the referendum. It says the new system and a full written constitution should be approved by the public directly, not by an ordinary Knesset majority. Its website calls New Order a protest list, neither right nor left, and says the aim is to return power to the citizens. [S4](#source-s4)[S5](#source-s5)

## What New Order hasn't published

So the platform goes deep on how Israel is governed and says little about anything else. In the 2026 material, I couldn't find positions on security, October 7, housing, religion and state, education, health, immigration, or the environment. [S13](#source-s13)[S4](#source-s4)
