Orot HaShachar's platform says that any land the army captures in a future war stays in Israel's hands, and is not returned even under an international agreement. [S3](#source-s3) That's one of 53 numbered items in an eight-page document they posted for this election. [S3](#source-s3)

## Who is Orot HaShachar?

Orot HaShachar, which translates as Lights of Dawn, runs under the ballot letters Bet, Kuf, Resh, and the list is headed by Nissim Lok. [S1](#source-s1) [S2](#source-s2) The registered party name adds "a party for everyone." [S2](#source-s2) [S12](#source-s12)

## What has Orot HaShachar published?

The main document is a Hebrew platform PDF on the party's website, eight pages long, uploaded in September and labeled an updated version for the 26th Knesset. [S3](#source-s3) [S4](#source-s4) It has nine chapters, from national security to the elderly. [S3](#source-s3) The home page has a shorter list of what they call their main areas of activity, and there's a separate page for a desert energy and settlement plan called Neve Haim. [S5](#source-s5) [S7](#source-s7) They also post short videos on YouTube. [S11](#source-s11) I didn't find an English version of the platform.

## What does Orot HaShachar say about security and foreign policy?

Security is the first and longest chapter. The platform says the army should always take a "decisive and aggressive" approach to every emerging threat. [S3](#source-s3)

It says the party aims to take back what it calls all the "national lands" that, in its words, the Likud party gave away since the founding of the state, including a gradual cancellation of the Oslo Accords. [S3](#source-s3) And, as I mentioned at the top, land captured in any future war would stay under Israeli control, with the border fence moved to the new line. [S3](#source-s3)

Then there are a set of items about villages. The platform says that any village, from the Jordan and Syrian border to the sea, where there is stone throwing, murder, or harm to civilians "will be destroyed," and that the response to attacks will be, quote, "absolute disproportionality." [S3](#source-s3) Villages it calls hostile, or that don't recognize Israel, would have their land expropriated, with the proceeds of a public auction going to the owners to start a life abroad. [S3](#source-s3) The platform says Israel should take control of the Palestinian education system and textbooks, and "enter the mosques and control what is said there." A person who incites to terror would be arrested and his house expropriated, and the mosque would be demolished. [S3](#source-s3)

On Gaza, the platform says the party will "actively encourage emigration from Gaza" through legal tracks, in cooperation with the UN, the European Union, and the US government. [S3](#source-s3) The home page adds "uprooting the Palestinian national idea" and a sovereignty decision over all areas of the land. [S5](#source-s5)

They also want Israel to bring weapons production back home so security doesn't depend on foreign countries. [S3](#source-s3) I couldn't find a written position on Iran or Lebanon specifically.

## What does Orot HaShachar say about accountability for October 7?

The written platform doesn't mention a state commission of inquiry into October 7. [S3](#source-s3) It does say the party was founded after October 7. [S3](#source-s3)

In a video on the party's YouTube channel called "Time for Accountability," a speaker says Netanyahu had to resign a minute after the massacre and that he is responsible. [S9](#source-s9)

## What does Orot HaShachar say about the economy and the cost of living?

There's a chapter on monopolies and the cost of living. The platform commits to open markets to competition, lower taxes, and let anyone import goods directly. [S3](#source-s3) The home page lists a flat, uniform tax, less regulation, and fewer government ministries. [S5](#source-s5)

A few specific items: they say they will never ban the use of cash, while tracking large businesses, crime families, and shell companies to fight the black economy. [S3](#source-s3) They want to close all water and sewage corporations. [S3](#source-s3) And they want new wholesale markets for Israeli produce, run by farmers, to cut out the markup of the retail chains. [S3](#source-s3)

## What does Orot HaShachar say about housing?

Every soldier would get what the platform calls meaningful benefits when buying an apartment. [S3](#source-s3) The party says ending land speculation would, in its words, lower home prices by fifty percent. [S3](#source-s3) It commits to evacuate and rebuild all buildings built up to 1960, and to move the Israel Land Authority under the Agriculture Ministry. [S3](#source-s3)

## What does Orot HaShachar say about religion and state?

On the draft, the platform calls for "full equality in the burden." [S3](#source-s3) Haredim would be drafted into an adapted framework, do full basic training including first aid, weapons, and hand-to-hand combat, and then join the reserves for routine security tasks. Those who want combat service could do it while keeping their way of life. [S3](#source-s3)

Each town could decide for itself whether to run public transport on Shabbat to city centers. [S3](#source-s3) Conversion would stay "according to halacha," and the kashrut system would be reopened for rethinking, which the platform says has caused nepotism and bitterness. [S3](#source-s3) The home page adds defining who is a Jew according to halacha, and Jewish tradition "without coercion." [S5](#source-s5)

## What does Orot HaShachar say about the judiciary and governance?

A lot of this chapter is about the civil service. Senior officials would be limited to eight years in a post. [S3](#source-s3) Every government job would require at least a bachelor's degree, and anyone who served more than five years in prison couldn't hold any state position. [S3](#source-s3) They promise a human representative in public services within five minutes, with no service run only on AI, and say they would eliminate bureaucracy within four years by merging offices. [S3](#source-s3)

On the courts, the platform talks about oversight of the legal system and fast-track proceedings, including outside the courts through external advisers. [S3](#source-s3) It doesn't address judicial selection or the attorney general by name.

On crime, they propose mandatory minimum sentences for a list of offenses that includes incitement, arson, bribery, and blocking roads as a protest. [S3](#source-s3) Anyone found with an illegal gun at home would get at least five years, with no ability for a court to shorten it. [S3](#source-s3) A party video is titled "Enough lawlessness: Orot HaShachar will put an end to road blocking." [S10](#source-s10) The home page also lists the death penalty for terrorists. [S5](#source-s5)

## What does Orot HaShachar say about education?

The education chapter is short. It calls for changing teacher training, paying teachers properly, and says strikes in the education system "will not be accepted" during the school year. [S3](#source-s3) The home page adds more freedom for local authorities and communities, with core content about love of the people and the land. [S5](#source-s5)

## What does Orot HaShachar say about health?

For health, the platform wants the system to be easier for elderly people who struggle with digital appointments. [S3](#source-s3) It commits to cut pesticide use on produce and to "completely cancel sky spraying and cloud seeding with carcinogenic materials," in its words. [S3](#source-s3) It also proposes an inquiry committee to reopen classified documents about COVID, with prison terms if people in the health system or in politics are found guilty. [S3](#source-s3)

## What does Orot HaShachar say about social welfare, pensions and the elderly?

The platform commits to raising the old-age allowance for single people and couples, without naming an amount. [S3](#source-s3) One concrete item: every elderly person would be assigned someone, paid by the state, whose job is to check on them every day. [S3](#source-s3) There's also a chapter on rebuilding homes damaged in the war. [S3](#source-s3)

## What does Orot HaShachar say about Arab citizens and minorities?

The platform addresses Arab communities through security and enforcement. The village items I read earlier are written to cover every village "in the territory of the State of Israel from the border of Jordan and Syria to the sea." [S3](#source-s3) For illegal weapons in what the platform calls "the sectors," it lists house demolition, detention until the end of proceedings, deportation, and revoking citizenship. [S3](#source-s3) The home page lists an "all-out war on Arab crime." [S5](#source-s5) I couldn't find a published position on services or budgets for Arab citizens.

## What does Orot HaShachar say about immigration, absorption and the diaspora?

One line: the party says building across the country and raising living standards will draw world Jewry back to Israel. [S3](#source-s3) I couldn't find a published position on absorption or diaspora relations beyond that.

## What does Orot HaShachar say about the environment, energy and transportation?

The platform backs desalination and renewable and nuclear energy to settle the desert, and says it wants to make Israel a forested country. [S3](#source-s3) The Neve Haim page is more detailed: a desert site built around a small modular nuclear reactor, a desalination plant, a pumped-storage reservoir, and floating solar panels. [S7](#source-s7) They'd also impose minimum prison sentences for open-air plastic burning. [S3](#source-s3) Other than Shabbat buses, there's no transportation policy.

## What Orot HaShachar puts front and center

Agriculture gets a whole chapter. The platform calls for gradually reducing food imports "until they stop," reasonable water prices for farmers, and opening farm sectors to competition by closing the agricultural boards. [S3](#source-s3) Their slogan on the platform cover is "leadership that delivers, a united society, a strong state." [S3](#source-s3)

## What Orot HaShachar hasn't published

I couldn't find a published position on Iran or Lebanon, a state commission of inquiry into October 7, judicial selection, the attorney general, services for Arab citizens, or diaspora relations.
